This 2001 report "examines the nature and risks of terrorist attacks that use the environment both as a target and a tool. ... Several ideas for reducing the risk of environmental terrorism are discussed." Explains the difference between "environmental terrorism" (targeting natural resources) and "eco-terrorism" (targeting built environments).
