The HELP Commission: United States Commission on Helping to Enhance the Livelihood of People
Although it ceased operations in January 2008, this commission created in 2004 retains materials written as part of its mission to "develop and deliver actionable proposals ... to enhance the efficiency and effectiveness of U.S. foreign assistance programs in order to reduce poverty through the recipients' sustained economic growth and self-sufficiency." Includes a fact sheet, background paper, recommended legislative action, and its December 2007 final report on how to improve a "broken" foreign assistance system.
