It notes that, for Western culture, neckwear seems to have originated with "the phenomenon of layering garment over garment. ... [An] undergarment, or chemise, had a drawstring around the neckline. When pulled tightly ... the neckline of the chemise would gather and form a shallow ruffle with a knotted or bow-tied string."
