Description:
This December 30, 2004, Department of Justice memo provides a new definition of torture updated since the Iraqi prison abuse scandal. The memo states that "severe" pain need not be limited to pain "equivalent in intensity to the pain accompanying serious physical injury, such as organ failure, impairment of bodily function, or even death."
