This website documents the history and location of stations in London's underground railway system that are no longer in use. The site notes that the Down Street station was used during World War II as a "deep level shelter for the use of the Emergency Railway Committee" and that "during the early part of the war, Winston Churchill and his War Time Cabinet also used this shelter."
