"The Fort Ord Reuse Authority (FORA) is responsible for the redevelopment of the former Fort Ord Military Reservation, a 45 square mile/28,000 acre facility" in Monterey County, California. The site includes the "Ford Ord Reuse Plan" and describes the efforts to transfer this property to civilian use starting in the early 1990s. A history of the events of July 17, 1944, when a major explosion rocked the naval base at the mouth of the Sacramento River at Port Chicago, California (now the Concord Naval Weapons Station). The working conditions, explosion, mutiny, court martial, and pardon of black servicemen involved are reviewed. There is also an exploration of the entrenched racism at this base.
